Co-constructing Indicators for Transformative Change in Urban Climate Transitions

This project aims to enhance the visibility and understanding of ongoing climate transition processes in cities and to continuously monitor the impact of mission-oriented policies and programs.

The goal is to co-create sets of meaningful and actionable indicators for two municipalities in a collaboration between researchers and stakeholders. These indicators are meant to capture social transformations as well as interactions with other climate-related challenges, such as social justice, equality, and biodiversity.

Expected benefits and outcomes

The jointly developed indicators will allow the cities of Stockholm and Linköping to map, visualise, and better understand transformative change processes as they work toward climate neutrality. Locally adapted transformative indicators will support cities in developing more effective monitoring strategies for their Climate City Contracts and, more broadly, provide actionable knowledge for governing transformative innovations. Viable Cities will disseminate these indicators to the 48 cities in the 'Climate-neutral Cities 2030' programme.

Roadmap

As a first step, a systematic literature review will be conducted on operationalising transformative change processes and indicator systems. Next, three co-creation workshops will be organised in each city, starting with a scoping workshop defining a specific arena for transformative change, then sketching out possible indicators of transformative change and data requirements, and finally applying selected indicators in the chosen sector. In collaboration with SIRI, experiences with the indicators will be shared across other areas.

Project partners

The project is a joint effort involving three key research institutions and two municipalities:

  • Linköping University (Tema Technology and Social Change)

  • Lund University (CIRCLE)

  • KTH/Viable Cities

  • Municipality of Stockholm

  • Municipality of Linköping

By co-developing transformative indicators within selected areas of the Climate City Contract these municipalities are part of, this initiative strengthens the connection between research and practice, facilitating efforts toward more effective strategies for climate-neutral urban environments.
